There are significant barriers to wind development in Estonia because of the impacts of wind turbines on NATO air defence radar.

Estonia shares a land border with Russia with its airspace adjoining Russia’s. The Estonian government is expected to consider the issue of wind farms and radar in depth in 2011 and develop requirements for technical assessment.

A number of wind farm developments have been cleared by radar operators, following reductions in proposed turbine numbers and wind farm size.
